I. Welcome & Introductions
Everyone was welcomed and introduced themselves.
II. 2022 QRHA Annual Meeting Minutes Review
2022 minutes are available on the website and a print copy was made available. Meeting minutes were approved.
III. Treasurer’s Report – Jack Anton
- Jack provided a detailed financial summary through 11/15/2023 of actual expenditures alongside budgeted expenditures for 2024. On the back side of this summary he listed Prior Year Actual Expenditures from 2020, 2021 & 2023 for General Account and Common Account Expenditures. Also provided was a breakdown of the commons expenses for 2020, 2022 and 2023. Treasurer Report Documents
- Most expenses are stable with small increases seen for grass cutting and snow removal each year. Commons costs sometimes fluctuate based on tree trimming and removal needed each year. There is an excess in the budget and it was discussed that it could be used to purchase an additional Rigero BioHealth pod for the smaller pond and/or a new subdivision sign for the AA Rd./ Hillcrest entrance.
- All dues have been collected from all households for 2023!
- QRHA dues for 2024 will remain at $230 per household.The amount collected from Mallard Pond and Ridgewood West is $51.39 per household. Dues are due on January 1, 2024.
- There was a question regarding the large expense to Rigero in 2022. Jack explained that was for the initial installation of the 2 Health pods purchased that year. We now only pay an annual maintenance fee for those.
IV. Snow Removal/Salting Update – Deb Meyer
- Deb reminded everyone about the terms of our snow removal contract with Old Village Landscaper. General terms are: 2-3” snowfall triggers snow removal. All intersections and the curve on Quail Circle are salted when plowed. Full salting done under special conditions. Issues and complaints should be sent to the board. Deb has the owner’s cell phone numbers and can contact them if needed.
V. Township Sidewalk Repair Program
- The neighborhood sidewalks were inspected this summer and residents received a postcard if they had slabs that needed to be replaced. The postcard does not indicate which or how many slabs. In order to get that information, homeowners need to send an email to: sidewalks@plymouthtwp.org. They will respond with the report and pictures for those slabs identified as needing replacement. Homeowners will be notified of the cost estimate in early 2024 when the township secures a contractor and bid. Homeowners are responsible for the cost of replacement either by having the work done themselves or by having the township contractor complete the work and have the additional charge on your tax statement.
VI. Pond/Commons Report – Deb Meyer and Kevin Coughlin
- Kevin reported that the new Health pods seem to be working well and reducing the level of muck. We discussed the possibility of adding a 3rd to the small pond.
- Both the Health pods and the aerator pump have been removed for winter storage.
- We had a larger than usual amount of tree trimming and removals this year due to the summer storms. Some of it was completed by Herbst Lawn and Snow and the rest by Treemendous Forestry. We discussed using Herbst for annual spring clean-up.
VII. Wetlands & Storm Drain Update –Tiffany Wingrove
- The storm grate has a lot of debris but is flowing. Tiffany said there are a few logs that should be cleared and she will try to take care of it. It will need a bigger clean out in the spring. She will follow up with the contractor “Adam” about that spring clean up.
VIII. Updating the directory and email collection – Deb Meyer
- The directory was last updated in 2020. We have had significant turnover of our homeowners since that time and it is in need of updating. It was discussed as to whether we provide paper copies or just post an updated directory on our website. It was agreed that we should distribute paper copies since things posted on our website are public access. This project is targeted for the summer.
- We are missing email addresses for 26 residents at this time. We would like to have email addresses for all of our residents regardless of whether they want them listed in the directory in order to send out newsletters and other communications without having to distribute paper copies. Deb will continue to try to collect those.
- Using an electronic payment method for the collection of dues was discussed since very few people use checks these days. We need to look into the cost of setting up a business Paypal account or other. Paying by check would still have to be an option but electronic payments might cut down on some work for Jack and result in quicker receipt of payments from our homeowners.
IX. Questions and Comments
- Jon Oatley brought up having a new subdivision sign installed at the corner of Ann Arbor Rd. and Hillcrest. We would have to work with Mallard Pond since it is their property. We need to reach out to see if they would be interested in a joint sign. We could also install the sign past Mallard Pond in that small triangular grassy area right before the first house. There is some concern about the visibility of that location. The board needs to investigate the options and costs associated with this project.
- Deb asked if anyone was willing to house the 3 sandwich boards that belong to the HOA and are used to post announcements. Since they are rarely used and are a storage problem, she will look into selling them.
- There are several homeowners that back up to Joy that have allowed their bushes to grow into the sidewalk that runs behind their properties. This is not a bylaws violation but is a township ordinance violation. We need to identify those homeowners and send them a gentle reminder that they are responsible for maintaining clearance on those sidewalks.
- Richard LeBlanc asked about the existence of HOA committees. We have had them in the past but no longer have any active committees. We are always open to new board members and committees.
